Programme Management Unit (PMU) Manager (ECW)

ROLE PURPOSE: 
Save the Children is Grant Agent (GA) of Education Cannot Wait (ECW) funded multiyear programme and will manage Seed funding, Multi Year Resilience Programme (MYRP) is an innovative model for education in emergencies programming. The grant agent will coordinate, monitor and manage implementation of the MYRP, across 8 locations in Iraq. The Grant Agent will manage and coordinate disbursement of Education Cannot Wait funding ca. $12M over period of 2 years. The MYRP Theory of Change focuses on conflict-sensitive interventions, which move communities from emergency to recovery and towards development. The funding for MYRP will ensure that out of school children (OOSC) and youth of all migratory status, in priority areas have flexible, responsive routes into learning opportunities, that support their transition into further levels of education and that support their holistic wellbeing, development and improvement in learning outcomes. The MYRP in line with ECW priorities focusses on interventions targeting girls and boys especially refugees, IDPs, returnees and host communities. MYRP also focusses on developing and strengthening localization initiatives contributing to Save the Children’s Grand Bargain commitments.

The PMU Manager will be responsible for day-to-day oversight and successful implementation of programmes implemented by the selected organizations as well as will lead the PMU MEAL staff. Under the guidance of the MYRP Steering Committee, Save the Child senior management and Education Specialist, the PMU Manager will ensure all efforts towards implementation are coordinated, harmonized and aligned with donor requirements and commitments. The PMU Manager will also be responsible to submit timely and regular progress reports to the in-country MYRP Steering Committee (SC) as well as participate in the SC meetings as requested. The position holder will also liaise with the Education Cluster to ensure appropriate alignment with the Cluster strategy.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Dimension of Role: 
The manager leads Programme Management Unit (PMU), which includes functions of MEAL and Reporting and liaison with Awards and Finance, Education Technical Specialist and Child Safeguarding in country office.  

The PMU Manager is responsible for maintaining and managing strong relationships with Steering Committee, Education Cluster and its partner staff, Governorate and district stakeholders, The PMU Manager will represent the GA and implementing partners at coordination meetings such as Education Donor Group (EDoG) and MYRP Steering Committee. Occasional donor representation and engagement on monitoring and scoping visits as required. This role works closely with country leadership of Save the Children as well as their respective technical specialists in country.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation
•    Overall oversight of programme implementation; indirectly responsible for a budget of >$12 mil through partners
•    Identify challenges and delays faced by partners and work collaboratively and supportively with partners and other stakeholders to identify and implement solutions
•    Lead and coordinate the process of developing joint action plans with the involvement of all partners
•    Ensure that the Programme is implemented by all Implementing partners (IPs) as per jointly developed and agreed plans, approaches and principles and intended targets met
•    Establish mechanisms and platforms for joint and regular planning and review of the IPs
•    Escalate delays to the grant agent for follow-up and attention 
•    Document successes in programme implementation, for sharing with donors and Save the Children members 
•    Ensure that technical support areas of IPs are identified and support the Technical Specialist to ensure quality programme delivery 
•    Provide support to implementing partners and ensure that they apply appropriate project implementation strategies and approaches as indicated in the project documents
•    Ensure that implementation of the programme across all IPs is regularly monitored; and that evidences, results and lessons are documented and communicated; challenges are tracked and addressed in a timely manner
•    Travel to project sites and conduct regular monitoring of projects together with project team to ensure the set quality is met across IPs. 
•    Insure that the preparation of the project report and compile the input of all stakeholders. 
•     Insure that DIP, procurement plan, HR plan are in place, are updated and monitored continually.
•    Insure that BVA is monitored and budget plan is in place. 

Risk Management
•    Where challenges or risks cannot be managed at field-level and require high-level, national attention, escalate risks to the Save the Children’s senior management  
•    Verify that partner activities have been completed as reported
•    Identify any risk of, or suspected incident of sexual exploitation and abuse, fraud etc. and report 

Representation 
•    Represent the MYRP partners at ECW Steering Committee, Education Donor Group- (EDoG), Cluster and other donors as requested
•    Coordinate, support and host donor visits to the field as required 

Reporting
•    Support the production, consolidation and submission of timely, evidence based and high quality periodic technical/narrative and financial reports by partners based on a clear reporting schedule, review and feedback of partner reports
•    Keep the Programme Director and grant agent senior management up to date with any potential irregularities, and/or obstacles that may hamper the implementation of the Programme in a timely manner. 

Donor Compliance
•    Ensure that the Programme meets donor compliance, expectations and regulations, including visibility and procurement regulations 

Coordination
•    Ensure that all IPs both at field and Erbil levels, coordinate and represent the MYRP at the coordination and technical working group meetings, and other relevant fora
•    Coordinate and build the capacity of the Governorate/District Education Office in areas of education in emergencies, data management and coordination 
•    Strengthen and maintain links between Education and other thematic areas in areas of operation
•    Coordinate with Iraq Education cluster to ensure cohesive programming and sharing of learning and experiences 

Other duties
•    Comply with and promote all Global Policies such as Child Safeguarding, whistle blowing, fraud and safety 
•    Perform other duties as may be requested by the Programme Operations Director

QUALIFICATIONS  
•    Degree in a relevant and related field such as education planning and management with additional training project planning and management techniques 

SKILLS AND EXPERIENCE:
Essential

•    At least 5 years of experience in ECD, Education and/or Education in Emergencies programming in both formal and non-formal settings.
•    Knowledge of current global and regional debates on quality education policies and models
•    Proven experience of developing and managing high quality, innovative and cost-effective technical education projects in complex environments and with International NGOs
•    Prior experience working in programme management units or consortium structures is required
•    Demonstrable experience of project management, including budget management, M&E and reporting 
•    Proven experience and skills in EiE, research and advocacy and writing high quality donor reports
•    Experience of working with local/national governments and capacity building of systems, partners and staff
•    Ability to extensively travel for project monitoring and provide on-site technical support to field teams 
•    Strong experience in management of finance and budget monitoring and risk management. 
•    Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in
•    Ability to coach and mentor partners
•    Highly developed interpersonal and communication skills including influencing, negotiation, steering and coaching
•    Highly numerically articulated with a record of accomplishment of data manipulation and reporting systems.
•    Highly diplomatic with strong oral and written communication skills (English). Fluency in Arabic or Kurdish would be an asset
Desirable
•    Previous experience working with ECW or other multi-lateral donors
•    Demonstrable understanding of ECW guidelines
