1.     Introduction

2.     Background and Rationale

Children with disabilities[1] and their families are among the most marginalized and excluded groups, often experiencing discrimination and violation of their rights guaranteed under the Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities. In Bosnia and Herzegovina, the medical approach to children with disabilities is still omnipresent, which focuses on the defects of the child rather than their potentials and environmental barriers, and the complementary charity approach that focuses on the provision of social welfare as the only means of community support. Children with disabilities often experience discrimination and social exclusion in every aspect of their lives, including negative beliefs, lack of knowledge, and discriminatory behavior.

Although data on the number of children with disabilities is scarce, it is estimated that there are over 70,000 children who have some disability in Bosnia and Herzegovina. Over 7,500 of them live in Tuzla Canton[2].

Inclusive4All - Inclusive education for all children in Bosnia and Herzegovina, code: AID 011522, funded by the Italian Agency for development cooperation (AICS), started on the 1^st of May 2018. The project aims to enable children with disabilities to develop their potentials and fully enjoy their right to education and social inclusion.

Specifically, the project aims to reach the following three main results:

1.      Children with disabilities and their families have access to several diverse support services in Tuzla Canton;

2.      Tuzla Canton authorities are strengthened and supported in the review and adoption of the local strategy for the inclusion of children with disabilities in the regular education system;

3.      The population and civil society organizations of Tuzla Canton understand and support the bio-psycho-social model of educational and social inclusion of children with disabilities.

Concerning the second result, to encourage and promote the inclusive approach within the cantonal system and support a continuous improvement of professionals, Inclusive4All promotes a workshop about functioning and disability as essentials areas for clinical practice, research, education, health, and social policy and advocacy. Increasingly, countries are enhancing their data about functioning and disability using the WHO International Classification of Functioning, Disability, and Health (ICF). However, to be a standard and comparable tool, ICF has to be applied consistently worldwide by all users. That means the ICF aims, rationale, and the specific skills needed to use it must be taught in an accessible and standardized manner. A workshop to introduce the ICF model and the classification terms (ICF basic principles, structure and application in different settings) need to be implemented to reach this objective.

SC, therefore, invites requests for proposal from various experienced individual consultants and/or agencies to carry out training for max 30 participants (specialists, public officers, and representatives of local communities working in TK as specified in this Terms of Reference).

3.     Objective

The purpose of this assignment is to provide expert support in the preparation and finalization of a specific seminar on the International Classification of Functioning, Disability and Health (ICF) for education professionals in Tuzla Canton.   

4.     Expected outputs 

The expert consultant is expected to provide the following:

·        Develop the agenda and materials for the seminar (duration will be discussed in cooperation with StC), with the following points:

1.        a brief history of disability and disability classifications;

2.        differences between classifying, measuring, and assessing; a history of the ICF’s development; the ICF’s basic principles;

3.        ICF codings structures;

4.        application of the ICF in different settings;

5.        impact of disability classification on national legislation;

6.        the ICF ‘revolution’ in health and disability sector;

7.        the ICF ‘tool box’;

8.        disability core sets and the ICF;

9.        the WHO ICF-based assessment tool, WHO-DAS II;

10.     ICF and children; ethical implications of the ICF’s

11.     Prepare and present case studies to the participants.

·        Conduct the seminar (face-to-face*);

·        Submit final report in Bosnian, and a summary in English

*an agency will be in charge of the logistical support of online participation through online platforms (Zoom, Teams, etc.). The seminar will be recorded and available online.

Expected outcomes and acquired competence of specialists, public officers, and representatives of local communities:

1) Understands the ICF principles;

2) Knowes the differences between classifying, measuring, and assessing

3) Understands the ICF codings structures;

4) Gains knowledge about the ICF tools;

5) Knows how to apply the ICF in different settings.

5.  Timeframe and methodology

To complete the above-specified task, the consultant will be engaged from the 9^th to the 30^th of June 2021. The consultant will develop and implement the work plan in consultations and the support of SCINWB designated staff, in line with the proposed timeframe below.

The final deliverables should be the following:

·        List of participants;

·        An outlined seminar plan and what the seminar will cover;

·        Report on the training in Bosnian and summary in English.

   6. Funding and logistical support and organizations

Funding will be provided by Save the Children in North West Balkans to cover the consulting fees and materials costs for the participants. The consultant is responsible for the organization of the training, facilitation, preparing materials, and final reports.

   7.Qualifications and Specialised Knowledge/Experience Required  

A consultant engaged in performing the task should possess the following expertise and skills as a minimum:

·        Extensive experience in training on International Classification of Functioning, Disability, and Health (ICF);

·        At least five years of experience in developing training materials and delivering training/seminar/workshop;

·        Know inclusion values and principles;

·        Exceptional organization, ability to plan, realize and monitor work progress;

·        Excellent oral and written communication skills.

   8. Formal Expression of Interest for Consultancy

1.      Submission of the Bidders response document with a specified budget breakdown (Annex 1);

2.      SC PR 10. Request for Quotation.

3.      Letter of interest with confirmation of the availability for the proposed dates and work dynamics

4.      Curriculum Vitae (CV) in SCI template (Annex 2).
