1.     Introduction

Save the Children believes every child deserves a future. 2.     Background and Rationale

Children with disabilities[1] and their families are one of the most marginalised and excluded groups, often experiencing discrimination and violation of their rights guaranteed under the Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities. In Bosnia and Herzegovina, the medical approach to children with disabilities is still omnipresent, which focuses on the defects of the child rather than their potentials and environmental barriers and the complementary charity approach that focuses on the provision of social welfare as the only means of community support. Children with disabilities often experience discrimination and social exclusion in every aspect of their lives, including negative beliefs, lack of knowledge, and discriminatory behaviour of others.

Although data on the number of children with disabilities is scarce, it is estimated that there are over 70,000 children who have some disability in Bosnia and Herzegovina. Over 7,500 of them live in Tuzla Canton[2].

The project: Inclusive4All - Inclusive education for all children in Bosnia and Herzegovina, code: AID 011522, funded by the Italian Agency for cooperation and development (AICS), started on 1^st of May 2018. The project aims to enable children with disabilities to develop their potentials and fully enjoy their right to education and social inclusion.

Specifically, the project aims to reach the following three main results:

1.      Children with disabilities and their families have access to several diverse support services in Tuzla Canton;

2.      Tuzla Canton authorities are strengthened and supported in the review and adoption of the local strategy for the inclusion of children with disabilities in the regular education system;

3.      The population and civil society organisations of Tuzla Canton understand and support the bio-psycho-social model of educational and social inclusion of children with disabilities.

Concerning the third result, to better support the development at the local level of a bio-psycho-social model of educational and social inclusion of children with disabilities, Save the Children North West Balkans invites requests for proposals from various experienced individual consultants and/or agencies to produce a video documentary to capture stories that:

1) Reflect the works of the Centres for the Development of Inclusive Practices (CDIPs)^[3]established in Banovici and Gradacac to increase access to inclusive quality education;

2) Demonstrate evidence to showcase the inclusion of children with disabilities, the challenges & barriers to inclusion by considering these points from children’s and families’ perspectives and how they feel about it.

Objective

This assignment aims to provide expert support in producing a video documentary that will be used to increase public awareness and better inform the audience about the inclusion of children with disabilities in the regular system and the positive results of CDIPs established by the project. The documentary should highlight significant success stories of beneficiaries of the 2 CDIPs, offering a compelling portrait of how these children and families compensate for the daily education issues by using their strengths to overcome their challenges.

3.     Expected outputs 

The expert consultant is expected to provide the following:

·        Develop a documentary film’s overall concept and scenario, based on inputs from Save the Children NWB and partners;

·        Describe the importance of CDIPs as a stepping stone to a more inclusive society;

·        Interview selected interviewees;

·        To showcase the daily life of the children and families beneficiaries of the CDIPs;

·        Visit the project sites and interact with the beneficiaries to get context;

·        Present a draft documentary for comments about contents and outlook;

·        Produce a documentary film in an extended version (10 minutes max) and short version (1-2 minutes max), with English subtitles.

Targeted Audiences:

1.      Families with children with disabilities;

2.      Government (DPE and MoPME), other NGOs;

3.      Donor Community, INGOs, Country Programs;

4.      Disability Inclusive Development Professionals;

5.      Wider Audiences.

5.  Timeframe and methodology

In order to complete the above-specified task, the consultant will be engaged from the 14^th of July to the 15^th of October 2021.The consultant will develop and implement the work plan in consultations and the support of SCINWB designated staff, in line with the proposed timeframe below.

1. *Timeframe can be changed in consultations with SCINWB.

The final deliverables should be the following:

·        Develop a master documentary (10 minutes max) with a shorter version (1-2 minutes);

·        Develop and add English subtitles;

·        Documentaries are to be delivered in high resolutions;

·        All outputs produced in this action shall remain the property of the Save the Children North West Balkans, who shall have exclusive rights over their use.

   6. Funding and logistical support and organisations

Funding will be provided by Save the Children in North West Balkans to cover the consulting fees. The consultant/agency is responsible for the organisation of the shooting, preparing materials and final documentaries.

Note* The consultant/agency should consider travel, food and accommodations, and all other expenses related to their tasks as they will not be reimbursed.

   7.Qualifications and Specialised Knowledge/Experience Required  

The consultant/agency engaged in performing the task should possess the following expertise and skills as a minimum:

·        Demonstrated experience and competency in the development of documentary /film production;

·        Experience in producing documentaries related to disability and inclusive education;

·        Technical capacities to ensure smooth, on time and high-quality production;

·        Experience in working with non-government organisations is welcome;

·        Additional experience in development communication and mass communication will be an added advantage;

·        Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;

·        Capacities to support further broadcasting of the produced material.

8. Formal Expression of Interest for Consultancy

The interestedconsultant/agencyshoulddevelopandsubmitthefinancialproposaltorespondto the specifictasksabove mentioned.Theproposalshouldinclude:

1.      Submission of the Bidders response document with a specified budget breakdown (Annex 1);

2.      Letter of interest with confirmation of the availability for the proposed dates and work dynamics;

3.      Curriculum Vitae (CV) in SCI template (Annex 2);

4.      Submission of at least 3 research papers published in peer-reviewed journals related to the subject.
