Save the Children in North West Balkans (SCiNWB), based in Sarajevo, Bosnia and Herzegovina (BiH) conducts its activities in three countries: BiH, Serbia and Montenegro and supports realization of regional initiatives in the area of South East Europe.        

Background information/context

 

Street involved and at-risk children present one of the most jeopardized groups in the state of social need that, due to the poverty and lack of work, stay excluded from all relevant social systems. The number of street-involved children has increased rapidly over the past few years. Most street-involved children live below the poverty line, often part of a cycle of poverty that is generationally passed on. As a group, street-involved children have to a large extent been 'hidden' from the public eye as well as the main spheres of political, economic and social life in B-H.

 

The opening of Drop-in centers (DiC) for street-involved and at-risk children was on several occasions characterized as the only positive example of support provided to this population. Strengthening existing and replicating quality services for street-involved children has become the basis of the ENVISION project. Within this Project, Save the Children has established strategic partnerships with governmental institutions and NGOs in Sarajevo, Mostar, Banja Luka, Brcko and Bihac in Bosnia and Herzegovina, and Podgorica and Nikšić in Montenegro.

 

 This service consists of several components: from shelter to legal assistance, from psychological counseling to life-skill and vocational training, from medical care to substance abuse programs, from school inclusion and reintegration to access to welfare benefits. Service is being provided within the premises of the DIC (in-services) and through outreach work. Centre’s work is being further developed, with efforts invested in integrating these services into the social protection system. Besides services defined through DiC methodology, additional specialized programs have been developed and tested since 2016. The Family Strengthening Program (FSP) was developed in 2016, and by the end of 2019, it was piloted in all 7 DiCs. Additionally, this Program has been integrated and piloted in 3 CSW (Bihać, Banja Luka and Nikšić). In a relatively short period, FSP showed significant results in supporting and strengthening families. The FSP program offers a working model for vulnerable families and boys and girls. To additionally strengthen the quality of services provided to children and families, SCNWB developed a few more specialized and innovative methodology/programs for children, youth, and parents/families:

- Program for development of socio-emotional competencies of children (hereafter referred to as PDSEC)

- Program for economic empowerment of families and youth (hereafter referred to as EEFY).

 

This comprehensive and highly responsible professional work in social care can cause burnout of DiCs and CSW employees which can cause a decrease in the quality of the services. To prevent burnout, improve job satisfaction and ensure the best quality of the service for the beneficiaries, the model of professional supervision for DiCs will be developed and provided in 2022.

The purpose of this Program component will be to provide supportive supervision to DiCs employees (teams) in six DiC in Bosnia and Herzegovina and Montenegro. Supportive supervision is a process of helping staff to improve their work performance continuously. It is carried out in a respectful and non-authoritarian way with a focus on using supervisory visits to enhance the knowledge and skills of the employees. Supportive supervision is envisioned to support DiC professionals as a team.

 

Objective

To provide supportive supervision for six DiCs, in order to help DiC staff to improve their work performance continuously till the end of 2022.

 

Location and official travel involved

 

The Supplier will organize its own time in its own facilities during the time of engagement. If the Supplier will be required to travel to other locations the budget lines for travel costs need to be separately shown in a proposal.

 

Services the Supplier will provide

 

·        A consultant is expected to carry out the following activities:

·        Hold an initial meeting with Save the Children to finalize the work plan agreement

·        Hold meetings with each DiC team/team representative to assess the real needs of DiC staff

·        Create a supervision plan[1], based on needs assessment, with proposed topics and time frame and present it to the SCI staff (The Plan has to be approved by SCI) 

·        Hold/conduct supervision sessions on a monthly basis for each DiC (5 sessions per DiC in period August– December; 30 supervision sessions in total)*

·        *Online or in-person, according to the agreed time frame and budget (based on the Plan, the consultant needs to include those costs in the offer)

·        Fill online monitoring tool developed by SCI, after each supervision session with DiC team

·        Continuously analyze the progress of competencies of each team/professional within the team, with joint development of an Action plan for further development and improvement

·        Submit the final Report to the SCI staff, with key points, examples of good practices, and recommendations.

 

·        Experience and skill set required

 

The consultant should possess the following expertise and skills as a minimum:

·        PhD or Master’s Degree (or relevant specialist studies) in the area of human services and a minimum of two-year field experience working in child welfare and/or with multi-problem families -OR-

·        A Bachelor’s Degree in the area of human services and a minimum of four (4) years of field experience working in child welfare and/or with multi-problem families.

·        Extensive knowledge and proven practice in providing supervision support in the field of social services and/or psychotherapy.

·        Demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials etc.

·        Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.

·        Fluency in English and local language

·        Strong analytical and communication skills.

 

Expected Deliverables

 

·        Developed a Plan for supervision sessions with DiCs, based on the needs assessment of DiC teams

·        Supervision sessions conducted with each DiC team on a monthly basis (in total 30 sessions from August – December 2022)

·        Filled online report for each supervision session

·        Developed an Action plan for each team/professional within the team included in supervision support with recommendations for further development and improvement (in total 6 Action plans)

·        Submitted and approved the report on conducted sessions with key points and recommendations (with Action plan points included)

·        The final report on the completion of the task submitted in the English language. 

 

Timeline

 

To perform all scheduled tasks, an independent Consultant shall be hired for the period July 20th, 2022 – December 25th, 2022 in a duration no longer than 35 days. The Consultant will prepare and implement the work plan in consultations and with the support of relevant Save the Children staff.

Status updates/reporting

 

The Consultant shall be present on regular meetings with SCI staff in order to be in line with schedule and possible changes.

 

Acceptance

 

Success/satisfactory completion of the supervision will be measured/verified by evaluation forms filled by participants and analyzed by SCI staff. 

 

General assumptions and dependencies

 

SCI staff will provide all information and materials for the Consultant. SCI staff will also provide feedback to the Consultant regarding training delivery.

 

Payment information 

 

The consultants must indicate the prices he/she is offering to Save the Children as part of the contract, including the currency in the Bidding Response document as well as SC-PR-10-Request for Quotation if applying on behalf of a company or organization. Provide a narrative clarification of each budget activity demonstrating how they relate to the proposed methodology and work plan. The budget headings and specific budget lines are obligatory within proposed budget.

*Note: Include only consultancy fee and task related travel costs (if any).

40% of the total cost payable within 7 days of creating work plan and present it to SCI.

60% of the total cost payable within 7 days of delivery of all planned supervision sessions with DiC and send and approved written report to SCI.

 

Payment will be made based on the contractually agreed daily rate and only for the contractually agreed services. Timesheets using the template provided are to be submitted with the request for payment of each tranche during the Engagement. Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period.

 

How to apply for the services

Interested consultants or companies/organisations should develop and submit the bidding proposal (accompanied with relevant annexes) in English language to respond to above mentioned specific tasks. The bidding proposal should include: 1. Package for Consultants companies OR 2. Package for Consultants Individuals:

1.        Bidder Response document - individuals;

2.        CVs format - individuals (maximum 3 pages) emphasizing relevant experience for assigment defined by this ToR;

3.        Reference list and proof of similar work related to the ToR

 

Selection criteria

SC will make a decision on the most successful bidder, subject to the available budget, based on the following criteria:

  • Relevant education;
  • Relevant experience;
  • How well the proposal meets the requirements set out in the Terms of Reference;
  • Value for money.

 

It is possible that two individual bidders apply as an consultant couple and divide tasks among themselves but not over 35 days overall.

 

No person working on any task for or behalf of Save the Children may in no way whatsoever be involved or related to child abuse or exploitation as defined in the Save the Children's Child Safeguarding Policy. The contracting authority also requires that the personal data of all evaluation participants must be protected and stored in accordance with the General Data Protection Regulation - (EU) 2016/679 and the national law on personal data protection in Bosnia and Herzegovina (BiH Law on Personal Data Protection, Official Gazette of Bosnia and Herzegovina No. 49/06).
