BACKGROUND

Save the Children in North West Balkans (SCiNWB), based in Sarajevo, Bosnia and Herzegovina (B-H) conducts its activities in three countries: B-H, Serbia and Montenegro and supports realization of regional initiatives in the area of South East Europe.
USAID/BiH GENERAL EDUCATION ACTIVITY TABLA
The overall purpose of the General Education Activity TABLA (hereinafter referred to as TABLA Activity or simply Activity[1]) is to improve students’ outcomes in 4Cs and STEAM subjects. In order to prepare students and teachers for the demands of the 21st century, Save the Children (SC), in partnership with the National Education Institute Slovenia (NEIS), Foundation for Education in Action in BiH (FEiA), andMreža za izgradnju mira (MZIM) will take a comprehensive and innovative approach to improving learning outcomes in STEAM subjects through building teacher capacities, increasing standards for pre-service and in- service teacher training, improving learning environments, and through encouraging reform dialogue and advocating for the education reform, thus increasing the effectiveness and efficiency of the Bosnian-Herzegovinian (BiH) education system. TABLA will target national-level government stakeholders, and cantonal Ministries of Education (MoE) and pedagogical institutions in Sarajevo Canton, Herzegovina-Neretva Canton and Republika Srpska Entity, for capacity strengthening and support in passing education reforms.
Reforms will transform teacher pre- and in-service trainings by integrating Science, Technology, Engineering, and Mathematics (STEAM); Pedagogy, Psychology, Didactics and Teaching Methods (PPDM); Common Core Curriculum (CCC) based on learning outcomes; and critical thinking and other key competencies. TABLA’s strategic approaches will benefit both teachers and students as they prepare for lives and careers in an increasingly interconnected and digitized world: expanding key competencies beyond critical thinking to include creativity, communication, and collaboration (4Cs); integrating new teacher guidelines to encompass STEM and the arts (STEAM); prioritizing government ownership and sustainability; and improving educational experiences and outcomes for youth, children with disabilities, and girls.
SCOPE OF WORK
Save the Children is seeking the Evaluator - Consulting Firm to design and conduct:
In addition, the research/consulting firm will develop/propose methodology and monitoring tools for selected TABLA Activity’s performance indicators and a context indicator which will also be used in impact evaluation.
The impact evaluation and KAP Study should use methods that generate the highest quality and most credible evidence that corresponds to the questions being asked, taking into consideration time, budget and other practical considerations.
The main purpose of the consultancy is to collect the baseline data for measuring changes that can be attributed to the USAID´s General Education Activity TABLA.[2] The evaluation must comply with the USAID’s evaluation policy.
EVALUATION SCHEDULE
The below evaluation schedule can be modified and adjusted according to the Activity overall implementation plan. In order to perform all scheduled tasks, Consulting firm shall be hired for the period 01st of September 2020 – 01st of September 2021. The consulting firm shall prepare and implement the work plan in consultation with and support by the relevant personnel of Save the Children and partner organizations, in accordance with the following dynamics:

Save the Children reserves the right to waive any minor or technical defects or irregularities, and reserves the right to reject any or all bids.
