ABOUT SAVE THE CHILDREN

Through the intervention, Project team worked on some of the most burning needs and gaps identified in the provision of quality and inclusive online education in the context of Covid-19 pandemic in BiH and Serbia. Most notably, the Project tackled the issue of monitoring and preventing school drop-out by strengthening local multi-sector protocols and referral mechanisms in three project locations – Una Sana Canton and Bosnia Podrinje Canton in Bosnia and Herzegovina, and in Belgrade, Serbia. Within the intervention, Save the Children also worked with selected schools in these locations (3 schools per location) in assessing their gaps in terms of ensuring quality, inclusive and safe education in the context of the pandemic. Through the intervention, Save the Children equipped the schools with necessary items ensuring access and protection, and built the capacities of teachers to work in digital environment and support the most vulnerable children and families through the education process. We also targeted parents and built their capacities to provide quality support to their children’s education.
OBJECTIVE OF THE CONSULTANCY
At the end of the implementation period, and in order to provide all the necessary information to prepare the next project phase, the Project Team will hire an external facilitator to conduct the After Action Review.
PURPOSE OF THE CONSULTANCY
Under theoverall supervision of the Country Director, and the direct supervision of the Project Coordinator, the successful candidate will conduct an After Action Review (AAR). An AAR is a structured discussion of an intervention that enables a team to consider and reflect on what happened, why it happened, and how to sustain strengths and improve weaknesses. It is commonly a facilitated process involving key actors, who are identified as the focus of learning in a workshop setting. The general principle is to be neutral and objective to ensure that the discussions stay focused on challenges, remains positive and does not evolve into self- justification.
The meeting will be attended by Save the Children North West Balkans project staff and key partners from the institutions and schools who took part in the project implementation. It is the Facilitator’s task to shape and direct the discussion and draw out answers from the group. The facilitator should have knowledge about the activity, and be able to synthesize and guide the discussion. This task must be performed at the end of the project, before the final report submission to the donor. Save the Children North West Balkans will provide a draft agenda with the discussion points to cover. The AAR should review the tasks and goals of the activity as they were initially understood. It should also assess whether these tasks and goals were effective after implementing the activity. The purpose of this task is to discuss about the following points:
I. what was supposed to happen,
II. what was the reality,
III. what went well,
IV. what did not go well, and
V. what should be changed for next time.
The findings and recommendations will be shared and discussed with the project team and national stakeholders. A learning report will enable to share good practices and lessons learned with the national and international partners.
SCOPE OF WORK
I. Create the draft agenda for discussion meeting. Discuss with the Save the Children Project manager and MEAL Specialist to ensure common understanding of the AAR exercise and finalize the agenda and preparations. The participant list will be provided by Save the Children Project manager.
II. Facilitate discussion in Bosnian and Serbian language during a half-day online meeting in December 2021.
III. Prepare report on findings (achievements and lessons learned, recommendations for future projects). The report should be maximum 15 pages and include a short background information on the project, summary of key points on each of the agenda items, and any identified recommendations. In addition to the main report, the consultant should create an visualised presentation (eg. infographic) of the main recommendations and lessons learned from the implementation.
QUALIFICATIONS AND EXPERIENCE
I. a minimum Bachelor’s degree in Social Sciences, Economics, Management or another related field;
II. at least 2 years of experience in facilitation, moderation, developing reports;
III. proven writing and editing skills, with a strong command of English language.
OUTPUT OF THE WORK ASSIGNMENT
After action Review report with visualised results (recommendations and lessons learned) as the separate part from the report document.
TIME FRAME
The assignment is expected to be completed by December 24, 2021 as follows:
· deliver draft agenda for discussion meeting by December 7, 2021,
· implement a facilitated discussion by December 12, 2021,
· deliver a final report with visualizations by December 24, 2021
BUDGET
All material and financial resources will be provided by the organization Save the Children based in Sarajevo.
