Background information/context

 

Children in Bosnia today face multiple stressors related to poverty and ongoing political instability that distresses them and their parents and teachers, translating into societal tensions that can be distracting in school and beyond.

 

Children pointed out mental health and stress related consequences as the second most important issue which worried them (UN WOMEN, 2020a). Anxiety increased while they were trying to adjust to the new situation, in which 24% of students faced some kind of problems (UNICEF, 2020i). According to students’ feedback, better scheduling of classes including the streamlined distribution of material through the single channel and lowering of expectations and demands were the issues that need to be addressed.

 

Overall, the Covid-19 pandemic has created an unprecedented crisis in the education systems of both Bosnia and Herzegovina and Serbia. As the above analysis shows, poverty and social exclusion have placed additional strain on vulnerable groups of children in terms of accessing quality inclusive education, thus further widening the social gap.  No systems have been put into place to track the drop out of children from education due to the pandemic and the reasons behind such drop out, and any mitigation has therefore been inadequate, with prevention measures virtually inexistent. However, the crisis has also affected all other children and families across the board, as well as educational professionals, in terms of challenges to ensure the quality of teaching and achieving student learning outcomes in the context of online and/or hybrid learning modalities.

 

This comprehensive and highly responsible professional work is likely to cause exposure to multiple stressors over time, it is imperative that Save the Children prioritize well-being as a core focus of everyday life for all implementing partners. A work environment that provides multiple opportunities for employees to access well-being support, when they need it, in a way that works for them, not only results in a happier and healthier work environment for all, it also means a more productive work environment, and better results for children and their families.

The purpose of this Program component will be providing continuous support to schools in create and implementing School Well-being Plan for staff in their own professional environment.

 

Objective

 

To organize well-being sessions for school professionals and strengthen their capacities to develop their own School Well-being Plan promote staff well-being, based on SCUS Well-being for Staff Guidance Note and Self-care Manual for parents and children developed by SCiNWB.

 

Location and official travel involved

 

Workshops will be organized on-line, but field visits will include travel to  Bosna Podrinje Canton and Una-Sana Canton, Bosnia and Herzegovina and to Belgrade, Serbia.

 

Services the Supplier will provide

 

Implement on-line well-being workshops with educational professionals from 9 schools, monitor school well-being teams in developing School Well-being Plan for school staff, and pay them a visit to ensure that school well-being plans are integrated in School Annual Plans.

 

Experience and skill set required

 

Consultant should possess the following expertise and skills as a minimum:

·        PhD or Master’s Degree (or relevant specialist studies) in the area of human services and a minimum of two-year field experience working in child welfare and/or with multi-problem families -OR-

·        A Bachelor’s Degree in the area of human services and a minimum of four (4) years of field experience working in child welfare and/or with multi-problem families.

·        Extensive knowledge and proven practice in providing well-being program in person.

·        Extensive knowledge in MHPSS (mental health and psychosocial support)  recommendation and guidelines by international organizations such as WHO, IASC and IFRC.

·        Demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials etc.

·        Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training.

·        Fluency in English and local language

·        Strong analytical and communication skills.

 

Expected Deliverables

 

·        Hold an initial meeting with Save the Children to finalize the work plan agreement.

·        Create plan with proposed topics and time frame and present it to the SCI staff.

·        Provide 9 well-being sessions for school professionals (school well-being team) from 9 schools

·        Provide guidance and mentoring support to school management in the process of developing their own School well-being plan.

·        Submit the final Report to the SCI staff (in English and local language).

 

Timeline

 

In order to perform all scheduled tasks, an independent Consultant shall be hired for the period March 20^th  to  2023 – June 9^th 2023, in the period no longer than 44 days.

The Consultant will prepare and implement the work plan in consultations and with the support of relevant Save the Children staff.

Status updates/reporting

 

The Consultant shall be present on regular meetings with SCI staff in order to be in line with schedule and possible changes.

 

 

Acceptance

 

Success/satisfactory completion of the training will be measured/verified by evaluation forms filled by participants and analyzed by SCI staff. 

 

General assumptions and dependencies

 

SCI staff will provide all information and materials for the Consultant. SCI staff will also provide feedback to the Consultant regarding training delivery.

 

 

Payment information 

 

The consultants must indicate the prices he/she is offering to Save the Children as part of the contract, including the currency in the Bidding Response document as well as SC-PR-10-Request for Quotation if applying on behalf of a company or organization. Provide a narrative clarification of each budget activity demonstrating how they relate to the proposed methodology and work plan. The budget headings and specific budget lines are obligatory within proposed budget.

*Note: Include only consultancy fee and task related travel costs (if any).

 

40% of the total cost payable within 5 days of submitted the work plan and initial meetings with schools.

60% of the total cost payable within 5 days of delivery of the agreed activities planned for period March – June 2023 and delivered the final report.

 

The Fees are inclusive of all costs, overheads and expenses, including travel, subsistence and accommodation.

Payment will be made based on the contractually agreed daily rate and only for the contractually agreed services. Timesheets using the template provided are to be submitted on a monthly basis during the Engagement. Payment will only be made upon receipt of a valid invoice accompanied by the timesheet/s for the relevant period.

 

The Fees are inclusive of all costs, overheads and expenses, including travel, subsistence and accommodation.

Interested consultants or companies/organisations should develop and submit the bidding proposal (accompanied with relevant annexes) in English language to respond to above mentioned specific tasks. Selection criteria

SC will make a decision on the most successful bidder, subject to the available budget, based on the following criteria:

• Relevant education;
• Relevant experience;
• How well the proposal meets the requirements set out in the Terms of Reference;
• Value for money.

 

No person working on any task for or behalf of Save the Children may in no way whatsoever be involved or related to child abuse or exploitation as defined in the Save the Children's Child Safeguarding Policy. The contracting authority also requires that the personal data of all evaluation participants must be protected and stored in accordance with the General Data Protection Regulation - (EU) 2016/679 and the national law on personal data protection in Bosnia and Herzegovina (BiH Law on Personal Data Protection, Official Gazette of Bosnia and Herzegovina No. 49/06).
