Save the Children is the world's leading independent organization for children. Having in mind the needs and rights of children, as well as the situation in the region, Save the Children and its partner organizations are working together on improving the children's situation in the following segments: child rights governance, right to education, right to protection from violence, exploitation and neglect and children's rights in emergencies. In tackling the most sensitive issues and those that affect children the most, especially children from vulnerable and marginalized groups, we implement our activities in cooperation with 25 partners – civil society organizations, government institutions and child groups, from local to the state level.

Save the Children in North West Balkans (SCiNWB), with head office in Sarajevo, Bosnia and Herzegovina (BiH) implements its activities in three countries: BiH, Serbia and Montenegro and supports implementation of regional initiatives in the Southeastern Europe. 

RATIONALE 

All children and adolescents in BiH have the right to quality and accessible education. The existing educational system BiH is highly politicized, characterized by discrimination and decrease of quality in education. Educational policy is created based on fragmented and complex system functioning under separated competencies, and even more importantly, under limited authorizations . With the support provided by Save the Children, certain improvements have been recently achieved in tackling the education issue by the competent authorities in their areas of expertise, whereby some of them demonstrate significant interest for implementing more substantial reform processes aimed at improving education quality, for the purpose of achieving universal coverage by education. Despite all efforts invested, there are still children who have been left out from the educational system, or who are dropping out of school early, without graduating from primary school.  

Some of the problems education in BiH is facing with are high level of dropouts, especially by children pertaining to vulnerable groups, increase of costs related to formal and informal education, lack of accurate and classified data on the number of dropouts and poor advocating capacities of the civil society organizations to be included in promotion of the basic right to education for all the children. The BRIGHT4ALL project focuses on these problems. Save the Children and civil society organizations Youth Centre 'Vermont' Brčko and „Women of Una“ Association Bihać are partners in implementation of this project. 

Through the BRIGHT4ALL project - Basic RIGHT to Education for ALL Children in Bosnia-Herzegovina the level and causes for early school dropout in Bosnia and Herzegovina are established with the aim of preventing this phenomenon. The project goal is to shed light on the issue of school dropout and to provide quality and quantity data on the scope of this issue in the five target regions , warn on the lack of systematic approach to this issue and to initiate systematic solutions for preventing early school dropout among children from vulnerable categories (with special focus on the Roma children, children with disabilities, children from rural areas, etc.), that is, to encourage all children to remain in the education process. 

Prevention of school dropout/quitting education requires mobilization of all relevant stakeholders, competent individuals and institutions, civil society organizations, to enable timely reacting to all cases of school dropout. 

One of activities implemented within the BRIGHT4ALL project is development of guidelines for establishment of community services for children to enable appropriate reaction in case of school dropout/quitting education based on lessons learned on provision of this service in pilot communities. 

The aim of this activity is to provide basis for expanding the community services for children in order to prevent school dropout/quitting education and to demonstrate step-by-step what should be taken into consideration when establishing such services. 

JOB PURPOSE  

For the purpose of implementation of the BRIGHT4ALL project, Save the Children is looking for a consultant (applying as individual, or on behalf of a certain company or organization, hereinafter: consultant) with experience relevant for this type of engagement – experience in direct work with representatives of civil society organizations, local community, institutions; understanding of the legal framework, competences of institutions and coordination mechanisms; as well as strong knowledge of the process of establishment of community services for children. 

The purpose of engagement of a consultant is development, in cooperation with representatives of Save the Children and partner organizations, of guidelines for establishment of community services for children, in order to react appropriately in case of school dropout/quitting education. 

GOAL OF THE ENGAGEMENT  

Specific goals of the consultant are the following: 

1) Identification and analysis of existing models of services and practice directly focused on, or having in its work the component of, prevention of school dropout or acting in case of dropping out from primary schools in BiH and the North West Balkans region in general, specifically in project locations, as well as of similar models of services developed by Save the Children globally 

2) Based on preliminarily identified models of good practice, develop Guidelines for Establishment of Community Services for Children and Adolescents to Enable Appropriate Reaction in Case of Early School Dropout (the Guidelines include preventive and reactive action), with detailed description of activities, work methodology and instruments for monitoring the work quality. 

3) Presentation of draft Guidelines to Save the Children and partner organizations and integration of comments and suggestions made in the final document 

4) Finalization of the Guidelines for Establishment of Community Services for Children and Adolescents

WORK METHODOLOGY 

The consultant shall submit technical and financial bid which includes description of the work methodology, as well as detailed action plan, with implementation schedule. Although the nature of this task implies insight in and analysis of documents, as well as collection of data from three locations, the consultant is expected to propose his/her/their own work methodology and clear task implementation program. The process shall be implemented based on the adopted work schedule/framework. During the engagement, the consultant shall cooperate with personnel of Save the Children in Sarajevo, and if needed, also with personnel of partner organizations.  

EXPECTED OUTCOMES 

  • Developed work/action plan with implementation deadlines and prepared detailed work methodology in English and B/H/S. 
  • Identification, insight in, as well as analysis of available materials that refer to existing models of services and practices directly focused on, or having in its work the component of prevention of school dropout or acting in case of primary school dropout in BiH and the North West Balkans region in general, specifically in the project location, as well as similar services developed by Save the Children globally. 
  • Analysis of the practice of provision of services for children and adolescents in the local community, which should include a total of three field visits to target locations: Bihać, Brčko and Bijeljina, as well as conversations with representatives of partner and other civil society organizations about their experiences so far in their work with children dropping out of schooling or at risk of quitting education, and assessment of successfulness of such services and real need for their establishment at the local level. 
  • Submission of internal report to Save the Children (up to 10-15 pages long) which represents results of previous mapping and analysis, and which shall be the basis for drafting the Guidelines (A4 format, font Arial, font size 11).  
  • Guidelines for Establishment of Community Services for Children to Enable Appropriate Reaction in Case of School Dropout document, with detailed description of activities, work methodology and instruments for monitoring the work quality, in B/H/S, up to 40-50 pages long, plus up to 20-30 pages of attachments.
  • Final report on implementation of the consultation task, in local and English language (with ancillary documents), up to 10-15 pages long, in English and B/H/S. 

EXPERIENCE AND QUALIFICATION 

Consultants are to have minimum following qualifications and skills:  

  • Minimum BSc/BA in social or humanistic sciences (candidates with MSc or PhD in relevant subject shall have priority); 
  • Minimum five years of professional experience in implementation of similar tasks, with experience in communication/implementation of tasks targeted to professionals, decision-makers, civil society organizations; 
  • Full understanding of the concept of establishment of community services for children; 
  • Several years of experience in development of similar documents/programs/guidelines;  
  • Strong communication skills and ability to communicate detailed concepts in a clear and concise manner (in writing and verbally); 
  • Strong analytical and creative skills; 
  • Proficient in English and BHS.
